I have medium lengh dark brown hair, hazel eyes,fair/tanned skin...

I will be 18 and I wanna do something funky with my hair for a DRASTIC and funky change.

Do some nice blonde streaks, and do them yourself with a wella product if you wish to save some money. Just do a few around the face with a blonde - you will need at least 20vol. peroxide. Don't overdo now, just section off 12 to 20 strands of hair, a pinch really, around the circumference of your face. Apply with a brush and wrap in strips of foil and leave on 20-30 minutes. Then shampoo your hair and dry and take a look.

Moderation in everything dear, its enough to evoke change and look pretty. Pick a light shade of blonde, but not a platinum.

goodluck...Did it when I was 18 and it looked stunning, and the trick was not to get "greedy" and just do a little around the front.
